Super Typhoon Nando is moving west-northwestward at about 20 km/h and, while beginning to weaken slightly, remains very powerful. As of early morning on September 23, its center was estimated to be just west of Calayan, Cagayan, moving toward the Babuyan Islands. Maximum sustained winds are around 185 km/h with gusts up to ~230 km/h. Because of its strength and the interaction with the southwest monsoon, it is producing heavy rainfall, high winds, rough seas, and the risk of storm surge in low-lying coastal areas such as Batanes, Babuyan Islands, Cagayan, Ilocos Norte and Ilocos Sur. Authorities have suspended government work and classes in parts of Northern Luzon in anticipation of severe weather. The typhoon is expected to exit the Philippine Area of Responsibility later that day (on the 23rd) while continuing to weaken, though its outer effects will persist.
