It's a long-established fact that the Flash can run across a body of water. Much like a stone bouncing across the surface, the Flash moves fast enough to skim across water without sinking. An additional Flash Fact described how Flash can run on the tops of a certain kind of cloud. The altostratus cloud is made of ice crystals. When the Flash runs, he has to vibrate his feet. Doing this attracts the cloud's ice crystals to his feet. The crystals then form a surface that's just solid enough for the Flash to run atop.
